As a government entity, the City of Rowlett operates under the guidelines and statutes established at the local, state, and federal levels. At the local level, Rowlett voters approved a home rule charter in 1979 establishing a Council/Manager form of government. Under this form, the Mayor and City Council establish policy and law, and the City Manager handles the day-to-day management of the City organization.
In addition, the City of Rowlett has the authority to adopt ordinances for local rules and regulations. Those ordinances are listed as part of our Code of Ordinances.
